MILAN URUKALO, P.E.
President and CEO
Milan is a founding officer of Enco, and serves as the company President and Chief Executive Officer. Milan earned a Bachelor of Science in Civil Engineering from the University of Texas at Austin, and is a Registered Professional Engineer licensed to practice in the states of Texas, Arizona and Colorado. Milan has 20 years of professional experience encompassing a wide array of civil engineering projects, specializing in Dry Utility Engineering Design, Utility Coordination relevant to telecommunications and natural gas infrastructure, as well as Project Management. Milan's technical competence and strong interpersonal skills have fostered excellent working relationships with clients as well as review and regulatory agencies in numerous jurisdictions. He excels at aggressively and successfully executing projects within limited schedule constraints, without compromising quality.
COO & Secretary-Treasurer
Courtney is a founding officer of Enco and serves as the company Chief Operating Officer, as well as Secretary-Treasurer. Courtney earned a Bachelor of Business Administration from the University of Texas at Austin, and a Master of Science in Physical Therapy from Texas State University. Courtney has over 20 years of business management experience in a variety of settings. Courtney manages Enco's human resources, contracts, accounting and financials.
Senior Project Manager & QA-QC Lead
Serge is a Senior Project Manager with an Electrical Engineering background from the University of Belgrade. Serge has nearly 20 years of engineering project management experience, and manages Enco's QA/QC efforts, as well as Enco office staff, field staff and numerous subcontractors. He specializes in utility coordination, design and review of utility alignment plans relevant to telecommunications and natural gas infrastructure, as well as associated Traffic Control Plans. Serge is thorough and detail-oriented, and unanimously won the first annual Enco "Red Pen" award in 2013.
KEN MCCANNON, P.E.
Senior Project Manager
Ken earned a Bachelor of Science degree in Civil Engineering from the University of Texas-Arlington and is a Registered Professional Engineer licensed by the state of Texas. Ken has more than 20 years of experience in the design and project management of public infrastructure projects with extensive experience in utility design and coordination. He served as the Project Manager for the DFW Connector project ($1.02B project). Ken is well-versed in all project phases from conceptual development through construction. Ken strives to ensure that clients experience satisfaction with both the work product and project deliverables.
BILL FORSYTHE, P.E.
Senior Project Engineer
Bill earned a Bachelor of Science in Civil Engineering from the University of Texas at Austin, and is a Registered Professional Engineer licensed by the State of Texas. Bill has 20 years of experience including 15 years with the Texas Department of Transportation. He served in various design roles as part of the highway construction design office for central Texas roadway projects. In his final role at TXDOT, Bill was the Engineer of Central Design for the Austin District. Bill specializes in utility coordination and utility relocation design for highway relocation projects. He served as the Utility Coordinator for the US183 corridor project in Austin ($154M project). He also served as the Lead Design Engineer for the relocation of dry utilities for the SH130 project Segments 5 & 6, and the DFW Connector project ($1.02B project), US290 Manor Expressway, Mopac Expressway Improvement Project, FM2499, US 71 at Riverside and many others. Bill is thoroughly familiar with Microstation as it pertains to highway design projects for TXDOT, including the use of Geopak software for highway design. In addition to his association with Enco, Bill co-owns and operates a construction company, Forsythe Brothers Infrastructure.
OSP Project Supervisor
Randy is an OSP Engineering Designer, with nearly 30 years of vast experience with Southwestern Bell Telephone Company. Randy manages Enco's telco work print design and drafting for all AT&T projects. These vary in size and complexity in overhead, underground, and buried environments, and include cable replacements, VRADs and relocations. Randy is very thorough, and extremely proficient in all aspects of telco design specific to AT&T. His knowledge of AT&T methods and practices has been an effective Value Engineering tool on numerous projects.
Traffic Control Design Lead
Mark has over 25 years of experience in the Temporary Traffic Control field. He has experience ranging from a field technician involved in barricade setups, to performing inspections, plan reviews, and design of plans and standards. He also has experience as a Certified Traffic Control Supervisor and Operations Manager supervising temporary traffic control setups for local events, movies, and construction activities. Mark has been involved in various aspects of the Temporary Traffic Control industry in the Austin metropolitan area for 20 years, including 10 years in the City of Austin Right-of-Way Management Division.
GIS Manager/Mapping Supervisor
Jacquelyn earned a Bachelor's of Science in Geography from Texas A&M and is a certified GIS professional (GISP). She has almost 20 years of GIS expertise, specializing in base map creation and utility data maintenance. Her skills include a high level of mastery of many of the major GIS software packages, aiding clients in implementation of turn-key projects, developing GIS applications and websites, and advising on RDBM.
